California is a leader in the clean air initiative and with about 12% of the US population in residence,
addressing the environmental concerns associated with a healthful quality of life have garnered considerable
focus. Proposition 1B, approved by California voters in the November 2006 elections, bears witness to the
overwhelming tide of support for action with regard to improving the environment for all Californians. Prop 1B
enacted in part $1B for the Goods Movement Emissions Reduction Program which provided the primary funding
source for the Pier J, Shore to Ship Power Retrofit.
The Port of Long Beach is the second busiest container port in the United States. The Pier J STSP Retrofit was a major infrastructure project that would prove unique, innovative, and challenging to the construction team. Helix Electric was contracted directly by the owner to install twenty shore power outlets, four duct banks, which included fiberglass conduit built underneath the existing concrete pier and a system of open cut trenches, and two substations. Load bank testing for all four berths was completed with 429 days on site without injury or incident.
